When Daniel Nishino was still human he hadn't understood the duty that came with powers like his. He hadn't understood what it truly meant to be a god of the modern day and that had pushed him to make mistakes. His humanity actively held him back from taking the steps he needed to in order to ensure he could use his power to protect those who couldn't protect themselves. The anger, rage, and humiliation he felt when others discounted his powers or reacted in disbelief to what he was was that of an ignorant child. When he accepted his truth he became painfully aware of how much his own inaction had harmed him.
What could've been a quick and easy take over was going to become an all out war. The innocent people of Queens would be caught in the crossfire of those that opposed his righteous conquest. Since he assumed control of Manhattan crime had plummeted and people were safer than they ever had been before. There was no longer a need for family members to put themselves into harms way in the line of duty or for women to fear walking the streets at night. That same sense of safety he had fostered in Manhattan was something that the whole world deserved to experience but, before he could do that he would have to remove those in his way. That was why he was in Queens today; to speak with the hero known as Spiderbite. During their first encounter he had proven himself to be a problematic idealogue driven by a sense of overwhelming self righteousness. When the time came for Legion to do what he had to do, he knew that the Amazing Arachnid would ally himself with Mettle's forces
Spiderbite wasn't hard to find, most capes weren't. His shadows searched the city while Legion moved around the rooftops, eventually finding him, and when they did they would deliver a letter to him. Spiderbite, I think its high time we had a chat. My soldiers will escort you to me and don't worry, I've made a promise with METTLE not to harm a single hair on your thorax. Legion When he arrived at the rooftop of the Skyline Tower he would see Legion standing at the building's edge overlooking the whole borough.
