Facility X: a name that inspires dread and awe alike, an engineering marvel built to incarcerate the most dangerous superhuman criminals alive.
Equidistant from New York City and Millennium City, the enormous man-made island is one of the most fortified in the world. The full structure extends deep into the seafloor below, tunneling past sand and rock into the Earth's crust. Facility X was created as the alternative to conventional incarceration, the regular prisons of the United States woefully inadequate for holding men, women, and extraterrestrials with powers enabling them to escape ordinary bonds. Inmates are confined according to a variety of broad standards, each reflecting the threat they pose to society and to one another. A variety of interlocking floors and ceilings make the labyrinthine prison a world in itself, one with its own hierarchies and rules to discover.
The maximum-security penitentiary is designed to keep metas both in and out. Sentry turrets line every wall and floor, guided through a decentralized network to render it immune to mass shutdown. Anti-aircraft guns provide complete aerial denial, and the only way to access the facility is by airship. Armed "meta-buster" patrols prevent intrusion and escape, all under the watchful eye of the Warden, the famous Red White and Blue Man.
Beneath the slick exterior is controlled chaos. Attempts at rehabilitation below Level 0 have been effectively cancelled. There is the penitentiary - the ego - in which prisoners follow the rules, serve their time, and are held back from society - and then there are the sublevels, where the inmates have begun to run the asylum. Since the prison's inception, there have always been tensions between the above and below, but an equilibrium had been reached - until now.
The Keep
The top of Facility X's massive pillar is an office which overlooks the entire island. The Warden of the island conducts all direct management operations from this room. Meetings with the owners of the Facility, prospective investors, military inspectors, etc. - all pass through Level 7. This level is accessible only by a highly secure elevator. A tele-muter saturates this and other secure floors with an impenetrable array of artificial thoughts to drown information that would be accessible to mind-readers. Ironglass walls offer a 360° view of the facility's exterior. A holographic display of the interior keeps the Warden apprised of all ongoing matters within. A one-way teleportal gate gives him access to each floor.
Command
This level of Facility X's tower is the nerve center of the surface-level prison. The central operations room is replete with various computer monitors, each displaying numerous technical readouts about the various ongoing situations within the Facility. Primarily a crisis-response department organized to deal with the regular attempts at both breaking out of the prison and breaking in. The Command room issues directives to the various security forces stationed across the island. The Warden is the supreme authority on the island, but out of necessity, he delegates security regulation to the Command room.
Level-1
Level-1 is the rehabilitative wing of the prison. It hosts metas who have been vetted by Command and the Warden and deemed safe enough for eventual re-entry into society. Thus, it is less prone to outbursts of violence. Level-1 also houses metas whose powers make them a danger to others but who have willingly admitted themselves to the facility for therapy or isolation. Treatment of the subjects at this level is, as expected, kinder.
SUBLevel-0
Level-0 is general population incarceration. It is used to house human criminals, most commonly supervillain-adjacent baselines with no remarkable powers. Henchmen, thugs, and lasgun-armed goons make up Level-0's occupants. Security is still tight, but relatively more lax.
Part of Facility X's design philosophy is focused on macro-level control of prisoners rather than micro, meaning that those held within Sublevels 0-2 can do almost whatever they want as long as they don't escape.
Sublevel-1
Sublevel-1 holds supercriminals whose metahuman capacity arises out of the use of gadgets, special drugs, or artifacts which can be stored away in the Vault, rendering their ability to pose a threat to others largely useless. Security is comparable to that of Level-0. Inmates are free to move within the sublevel and interact with one another. Cells close at 10:00 pm sharp and re-open at 7:00. Being out past closure time can be highly unsafe, or highly lucrative. Costumes are de-gadgeted upon entry but are allowed to stay in order to make it easier to tell inmates apart. Critics allege that allowing the supervillains to keep their outfits on disrupts rehabilitative efforts.
Sublevel-2
Sublevel-2 holds supercriminals whose metahuman powers are inherent in their biology. Violence is common. Laser turrets deter escape attempts, but many have been deactivated or rewired in the course of numerous escape attempts. Venturing into sublevel-2 as a non-inmate is incredibly risky. There are few ways in and fewer out. Inhibitor chips placed in the inmates disrupt the use of their abilities, but only if they attempt to escape or harm prison staff, in order to conserve valuable energy.
Though not originally intended, Sublevel-2, Sublevel-1, and Level-0 are now connected to one another. Inmates can cross freely between the levels.
THE ET WING
A special sublevel situated below Sublevel-2 for extraterrestrial inmates. Part-research facility and part incarceration block, the ET wing is one of the more clandestine locations within Facility X. ET inmates are permitted access to Sublevels 0-2 throughout daytime hours but are instructed to return to their holding cells during the night while unsupervised. A vent network installed by a imprisoned architecturopaths is rumored to connect the ET wing to other levels.

Sublevel-3 is for single-cell superterrorist isolation. Individual hi-tech holding cubes catered to their inhabitant's characteristics and metahuman aspects are set aside for the most heinous threats too dangerous to be allowed near the general population. Inmates in this section do not interact with one another. Their inhibitor chips are continually active so as to interfere with their ability to wield their powers. Escape attempts from inmates housed in Sublevels 0-2 may earn them time in isolation cubes in Sublevel-3.
Sublevel-3 also holds new prisoners while they are assessed for entry into Facility X.
Sublevel-4
Sublevel-4 is the experimental "ATLAS WING" which uses Mitchell Stervos' Atlas particles to shrink the cells used to contain the inmates. This section has all the same provisions as Sublevel-3 with the added security measure of decreasing the size of the individuals incarcerated within. Due to the expenses incurred by conducting such a procedure, only a dozen or so inmates have undergone shrinkage with full stasis measures also enacted. Inmates sentenced to Sublevel-4 are usually never seen again by the rest of Facility X's population.
New happenings have disrupted ordinary prison life, however. The influence of one of New York's newest criminal powers has spread to the highest levels of the prison itself.
There are whispers of a new force in play, a force headquartered at the building. They say even the Warden is compromised.
