The South District of Millennium city is the least prosperous. Falling under major poverty and crime in last couple of decades. It has earned the name “The district of no tomorrow” for such conditions. Although its real name comes from its original Germanic settlers. It is one of the only two districts in all of Millennium which has kept its original name since its conception. Their colony lasted until the British army settled and took hold of the rest of Millennium.
Since then, Duskbürg has been an area of turbulence. The Irish Famine brought about an influx of Irish Immigration, resulting in conflict between the natives and the Irish immigrants. These two groups would form the first gangs the city had seen. They would be known as the Red Stripes and the Black Boards. Their constant power struggle over the neighborhoods resulted in the creation of the Duskbürg Police Department.
This district became prosperous during the World War 2 era by holding the majority of the factories inside the city. The economic boom that was heard throughout the country seemed to have been especially loud in Duskbürg. With economic opportunity, men started bringing their families into the district and with them also came new small businesses. Some of these businesses remain open today, while most have been crushed by the oppressive nature of the district.
The era of prosperity did not last long. It was brought to an end by two distinct factors:
METAHUMAN CRIME - The gangs that were in Duskbürg before the economic boom never left the district. The only difference is that they evolved or splintered off into metahuman gangs. The rising presence of metahuman crime caused great concern in the eyes of the public. These rising tensions eventually lead to rioting in the district, causing a lot of the middle or upper class citizens to move away during the ‘60s and ‘70s.
OUTSOURCING - The decline of Duskbürg was accelerated by corporations. The unstable nature of the district along with cheaper alternatives resulted in Duskbürg being one of the first cities in America to be a victim of macro-outsourcing.
The majority of the factories that were previously used as legitimate business operations have been transformed into shady criminal dwellings. Some of these factories have been turned into sweatshops, opting to use illegal immigrants and human trafficking for cheap labor. Some of these factories have been repurposed as night clubs for youths looking for cheap thrills. These clubs are known to be epicenters for heavy drug use and are typically owned by members of different criminal organizations.
In the 1970s, they say that a spell was cast by Tempest Tenebrous upon this entire district, making this part of the city be cursed with an eternal night. Taking the district’s infamous slogan “It’s always night in Duskbürg” to an extreme level. It was also during period of chaos and adjustment when rumors of a clandestine criminal compact known as The Trust began to spread, though its existence remained unconfirmed for a long time. It is known that all the major crime families rely on The Trust to continue prospering in peace.
Despite all its shortcomings, the increase in crime within the district keeps attracting the attention of many masked vigilantes and super-criminals. Many are born out of Duskbürg's harsh situation, while others simply find opportunity in such an environment. This has resulted in a power struggle between vigilantes, police officers, and criminals. Being a 'Southie' is rough. Oftentimes, these three classes collaborate with one another, especially police officers and criminals. Regardless of said struggle, the criminals are winning and they have been for years much to the disdain of everyone.
CRIMINAL ECONOMY
Crime has seeped into the deepest recesses of the city. Demand drives supply and the people of Duskbürg are demanding. The flexibility and resourcefulness of these criminal organizations can be attributed to their identity rooted in traditions set before them. Some of these gang members trace their lineage back to the original Red Stripes and Black Boards and take pride in it.
Most “legitimate shops” are just money laundering fronts for the criminal organizations. Mom and pop shops, movie theaters, fetish shops and anything in between. They either launder money or pay the crime families for protection.
People traffic weapons into the city and sell them out of their legitimate businesses as side operations. Most of these weapons are stolen from actual gun stores or imported through the Docks. The serial numbers are usually taken off by the vendors themselves. The average Glock goes for about $300 in the black market compared to $500. Buyers range from criminals with intent of using it for illegal activities to families for self protection.
The average hit for about $10,000 from a trained professional and up depending on the importance and/or danger of said target. Metahuman targets average about $15,000. Masks with reputations can range from anywhere to $200,000 to millions of dollars.
Human slaves sell for about $1500 each.
Police corruption used to be as severe as it got until 8th December 2019. The eve of that day saw the department butchered in what has been described as a bizarre satanistic ritual. City council has immediately elected Iraq veteran and former Precinct 7 sergeant, Sylvester Cohen as a replacement for the late commissioner Parsley. Due to Cohen's extensive vetting system and background checks, corruption within the force has gone down drastically within Duskbürg's 13th Precinct, though it has not been eradicated entirely. The new commissioner is fighting a war on two fronts.
The only true 'honest alternative' in the last few years has been Monarch Solutions. The multibillion-dollar multinational corporation founded and helmed by Edgar Dover has returned to Duskbürg after almost 50 years and began buying off property damaged in superpowered brawls as well as seizing decomissioned industrial plants at an astounding rate. This move poured some fresh blood into Duskbürg's drying arteries as evident by the creation of over 2000 new work positions.
ARCHITECTURE
The districts architecture takes its roots in a marriage between Gothic Revival and Art Deco. Most of the Gothic Revival buildings tend to trace their age back to the early days of Millennium City. Duskbürg being the main Germanic colony of the time. The city is riddled with gargoyles. The most notable building of Germanic ancestry being Sternako Cathedral, which was built in 1883 and is considered to be one of the city’s main tourist attractions despite being unfinished. Though sermons are still held every Sunday, it has long been rumored that the Cathedral is haunted by demons.
NEIGHBORHOODS & LANDMARKS
Downtown Millennium (also referred to as the Dusk Heights) "Characterized by the tall, art deco buildings. It can be considered to be one of the only truly “nice” areas of Duskbürg. It seems that way on the surface. Beneath, it’s the home of the creme de la creme members of the crime families. Once you can afford an apartment there, you can be considered made. It’s the kind of area where every boss wants to raise their children. Criminal activity within the Heights is modest, compared to the other quarters, chiefly due to increased Trust overwatch."
Bunker Hill - The northern-most neighborhood within the Heights where people can actually tell the time. It is also one of the newest neighborhoods, even though that doesn't mean much in Duskbürg. It is known to be one of the most congested parts of the whole city. Living in the Hill is cheaper and crime is kept largely under the hood. Many of Monarch Solutions' employees reside in this part of town because of that.
The Bodega - LINK - Situated on the corner of Amsterdam Ave and Dinkley, this little Cuban convenience store is rumored to have the best burgers in town.
Hellcat Gym - LINK - A weathered public gym offering an out to the younger generation, found near the Evelynn Bridge that connects Duskbürg with greater Millennium area.
Old Duskbürg "As the name indicates, Old Duskbürg holds the original properties and landmarks built with German architecture. It’s the home of the Duskbürg police headquarters, Sternako Cathedral, and the Adams Clocktower. Some of Monarch's laboratories are located within this part of town."
St. Dismas Trauma Center - Also known as The Dismal, a robust and almost always bustling hospital to the west of the antiquated quarter. It is understandably overstaffed and its helicopters keep air traffic on their toes at all times. Several MC-based charities and funds finance the continued operation of this arterial part of Duskbürg's infrastructure. Doc Hammer, former member of the Watchman Union and licensed trauma surgeon, has his practice at St. Dismas.
The Murk "Considered to be the shadiest neighborhood of Duskbürg. Neon signs forming triple exes. It’s known for its considerable concentration of homelessness and prostitution. The businesses are made up of sex shops, porn theaters, and strip clubs. Going missing or being found stabbed in this part isn’t just a danger, it’s a statistic inevitability if you don’t know the right people."
Honka Honka Park "An abandoned amusement park that was closed in the 90s after a child died from one of the attractions and the family sued the owners, causing them to go bankrupt in the process. Now the park sits there gathering rust and trash. Some of the leftover rides that couldn’t be sold off were a Ferris wheel, a broken down roller coaster, a carousel, and other rides that used to bring people joy. Some of the rides still work, others don’t at all, and others are just being held together by chance."
The King's Palace "An abandoned theater that once held the city’s most attractive plays. It was abandoned when an small Earthquake caused the the roof to fall of the viewers during a playing of Les Miserables. Now, most seats are torn to pieces. Rats crawl within the walls. Some blood stains can still be found in the ground. Torn posters. Who knows what else crawls inside the King’s Palace?"
South Docks "Home to the drug, weapons, and human trafficking operations of the different criminal gangs. The families made a pact not to sabotage each other’s imports and have managed to maintain said oath with a few exceptions. It is said that whoever controls the Docks holds the keys to the city."
The Murder Swamp "Known as a popular location among the common denominators as a place to take people and “get rid of them” for good. Most wisemen know better than to venture into the deeper parts of the swamp, since this is where the Eiling Brood lives. Strange things happen here at night."
The Skeleton River "Actually called “The Bagley River”, but nicknamed the “Skeleton River” for its popularity as a hideout of corpses and murder weapons. As a result, it has been outlawed to swim, fish, and ride a boat due to what people are likely to find there."
BARS & LOUNGES
The Spot "It’s located in an alleyway, it doesn’t have a door or even a sign up. It smells of cigarettes and spilled liquor. Inside there are some hanged pictures of old time masks, the bartender was one of them. They called him the Black Claw. Some of the people drinking are of the old guard and others are the new guard. They talk about times gone by and their adventures."
Club des Tueurs "The city’s central spot for assassins for hire. A place where the most hardened assassins of the world come together to interact with each other and discuss business. Neutral ground. House rules prevent the members from conducting business inside. Failure to follow this rule results in immediate excommunication. The building has small suites for the members should they choose to seek the club as a safe haven for a fee. Members have access to a doctor and a weapons seller for extra fees."
El Balcon de Paul "They say give a man a mask and he’ll show you who he really is. One of the entire city’s most luxurious spots frequented by the 1%. Thematic of the Italian Renaissance styled masks and Roman debauchery. The customs that occur inside are a mystery to anyone who isn’t a member. By day it passes as a high class restaurant, but at night the club takes a more twisted turn. It turns into a place dominated by hedonism and fulfilling the most dark desires inside the human soul. No one ever talks about what happens inside because anyone who enters doesn’t come out the same. Everyone talks about Paul, but no one knows who Paul is. There is no government, blogger, no cell phones, no censorship. It’s a passage to paradise in hell. Everything is hard, nothing is soft."

Situated along the serpentine road between Millennium City and Ordinary stands a large property hedged off by tall fences hidden within perfectly manicured leaves. It opens up entirely on the opposite side to the main gate, unfurling levels of modernist architecture carefully crafted by Theodore Era in early 2000's to descend organically along the hill's curvature and jutt out into Lake Johanna. The complex contrasts heavily with gloomy swampland that begins just a few dozen feet to the left of the estate's perimeter and, should one want to waste their afternoon, connects all the way back to Millennium as Duskbürg's "Murder Swamp". Because it sits almost directly across the lake from the town of Ordinary people can sometimes see the warm oranges and purples trickle out the interior and dance across the surface at night, although at a distance.
As of 2001 the estate belongs to former member of The Victories and notably also retired Millennium Man: Stacker Henley, AKA The Olympian. A true recluse and shrewd investor, Henley rarely has the need to leave the comfort and security provided by The Clifford since therein lies virtually everything one may want for. Grand, luxurious living space; paid staff and catering; two gyms - interior and exterior; two pools; several lush gardens that challenge the ultra-sharp main building and personal boathouse. Henley also enjoys a state-of-the-art security system in case his superhero past sought to catch up with him.
That note rings true chiefly in what was left behind by The Clifford's previous owner who used to moonlight as a member of The Watchman's Union along such names as Samson and Mentor. The bowels of this estate hide a covert cavernous crime-busting complex, although extensively refurbished and upgraded on the down-low on Henley's orders. He spends much time exercising his mind and soul in those hidden rooms, experimenting with wondrous and alien technology when not busy entertaining guests.
The worn copper bell in the upper corner of a peeling off-white doorframe rung. A man walked into the cramped reception room of Still Creek's motel with a military surplus duffel bag that fell next to his foot. He stopped at the clerk's table, it looked to be built out of old oak wood. Dried, the oils had evaporated from the wood some years ago. The man's facial features were sharp if perhaps a bit gaunt, with eyes hidden behind these yellow-tinted aviators and his jackal head rested atop a thick neck that made it hard to tell where his jaw began when looking directly from the front. He didn't speak afterwards, instead thumbing through the old brochure's on the table. It actually surprised him how few there were.
"One more thang...", Wyatt rubbed the belly of his thumb and index finger against each other. "Where do y'all git tagether for mass 'round these parts?"

Around a main thoroughway to that stretched to the heart of Millennium City, a pocket of rainwater drift turned into a snowstorm that approached the beach. In its center stood a younger, tanned man who still did not have a super-suit. He had only these skin-tight burgundy leggings that also covered his feet with a sturdy sole yet did not seem discomforted at all. In fact, he had a fiery focus about him, nostrils steaming with his eyes dead ahead. There was about to be a heat wave.
With young Galves walked another, a bit taller blonde in a black trencoat with a popped collar. Snowflakes gathered on his hair for a spell before being annihilated by the heat radiating from the MFL prospect to the right. From that nebulous black coat popped out a hand with a smartphone. "Director Stone? This is Henley, Stacker Henley. The Olympian..." Or Millennium Man IV, anybody in their right mind would use that honorific. However, Stacker's relationship with the title was... complicated. Still, after so many years. He maintained an healthy reverence or perhaps fear of it — the ideal it represented. If he were to accept it so light-mindedly it would lead him astray. Maybe he still carried with him the public outcry from when he was first elected. Or wrestled with the infamy built by his Judas predecessor.
Either way, Stacker prefered to leave that title in the mouths of others.

Henley ended the call just as they were approaching the growing group of people who were either too stupid to evacuate or were helping the effort. Frigid wind and snowfall ushered them forward through the people who parted like the Red Sea. The authorities holding their hats and megaphones went silent once they saw him. Stacker tuned out these effects of his own gravity, instead parking himself next to a young woman who had arrived mere moments ahead of them. Apparently she was a marine biologist. He could work with that.
"That is fortunate.", he answered her occupational announcement. Simultaneously, he patted Galves on the shoulder. "Go ahead Heatwave. The floor is yours.", and with a nod they seperated with Galves leaving with the blizzard toward the shore. Henley's attention returned to the scientist. "If I had someone here who could describe the damned thing to you, would you be able to help us devise a plan to kill it?"

I. METAHUMAN FACTORS.
A. INHERENT PARACAUSAL MARKERS
Daud Sazerac is on watch-list for his familial circumstances. As the grandson of the infamous Faust Zazarack (#R-6173-6) — who is responsible for the perpetual night over the borough of Duskbürg — Daud Sazerac enjoys similar paracausal potential as his grandfather, albeit to a noticeably lesser degree. He is unable to spontaneously 'cast spells' and affect any noteworthy paracausal or elemental effects other than those provided through 'rituals'.
However, Sazerac retains an associated degree of spectral awareness that outstrips ordinary human senses, possibly including psychometry and clairvoyance. He also has perfect command of supernatural languages needed to influence exogenous entities on this plane of existence and his body has the ability to directly, physically interact with conventionally intangible paracausal phenomena.
II. SPECIALIZATIONS AND SKILLS.
A. OCCUPATIONAL QUALIFICATIONS
Despite his shortcomings in the actuation of paracausality Daud Sazerac never-the-less holds a position as one of the leading occultists in the modern world. In fact, occultism is Sazerac's main source of income and several Millennium City influencers keep him on retainer because of his expert understanding of paracausality. His services also include alchemy and artifice as key components.
Sazerac has a master's degree in forensic science and engineering that aid him in his work. He is also a superb linguist, able to fluently speak over 17 languages[1]. In his private life Sazerac maintains an active lifestyle through a combination muay thai, meditation, weight-lifting and yoga (for which he is ceritified). As a child, he also competed in gymnastics and fencing with moderate success on national level.
III. EQUIPMENT.
A. BAUBLES
Sazerac's personal inventory includes various charms and fetishes attached to designer street-wear that provide paracausal protection as well as undetermined paracausal objects of power. Oftentimes, the dimensions of these artifacts appear impossible for him to keep on his person. One notable keepsake is a ring worn on his index finger with a symbol of House Zazarack etched into it.
B. AUDI RS3, 2021 MODEL
Sazerac drives last last year's model of the hybrid Audi RS3. It's a sports version of the pedestrian Audi A3 model, with improved performance utilizing their patented Quattro AWD technology. Other than aftermarket tuning and abnormally large trunk dimensions, the vehicle appears mundane.

[attr="style","padding:4%;"]One of Millennium’s more mellowed out neighborhoods. Forestside is inhabited by white collar workers and retired folks. Packed with tenements and brownstone townhouses. It was first built in 1890s and since then it has been very low on crime.
If one were to take a walk on a pleasant Saturday morning, they would be bombarded by the smell of bakeries, delis, artisanal pastries.
There’s a true sense of community in Forestside. Neighbors always tell each other “Good morning.” when they walk past each other on their way to the morning commute. It’s very rare, the neighborhood in itself is very diverse. It’s very common to hear a new language that one had never even heard of if they were to eavesdrop.
That’s part of what makes keeping a secret identity so difficult. If everyone knows each other’s affairs, then word typically gets around quickly. Especially among the retired old women. Still, despite all of that, living in Forestside beats Duskburg. Sure, people still lock their doors at night, who doesn’t in all of Millennium City? But at least they don’t have to sleep with one eye open.
At least, when a supersonic laser fires a wave and breaks all the windows in the city, the people of Forestside collectively pick up a broom and start cleaning it up together. If Old man Jackson’s wall gets trashed by a super fight and insurance doesn’t cover it, then the block throws him a potluck fundraiser to repair it.
In a city where calamity can strike at any second, the people of Forestside have decided to ultimately become better for it.
Mignola & Stern: An antique shop that houses many mementos from famous battles, relics from the past, and many more. It’s a tourist hot spot since everyone wants a piece of the super action.
Hamm‘s Ham Shop: A small butcher shop/deli on the corner of Weisinger street. The meat is fresh and for a fair price, they’ll make customers a sandwich on the stop. More of a local attraction than anything.
Dali’s Deli: A surrealist sandwich shop. They specialize in creating strange, deliciously melted sandwiches and subs. They taste great, but they have more in common with art pieces than food. They’ve gained quite a following on social media, so it’s very common to see people with their cameras out taking photos of their food.
Crown Theatre: A small movie theatre with only six screens, but what it lacks in size. It makes up in luxury. The seats recline all the way down and you can ask for a pillow and a blanket if you want (free of charge). You can also order food from a menu. Standard tickets are $13 without tax. Tuesdays tickets are $9.
Donnie’s Pizzeria: A small mom-and-pop pizza place with a pizza oven. Their pizzas are Neapolitan style and they’re one of the more hidden gems inside the city.
Mars Donuts: “They’re out of this world!” Definitely one of the best donuts in the world. The owners are actually aliens pretending to be humans. The Millennium City Department of Extraterrestrial Activity vetted them and they’re clear. The shop only makes a limited amount of dough per day to avoid a surplus in supply. They open at 6 AM and close at 1 PM.
Entrance/Exit 4B: The main Forestside subway entrance.
A minor sympathetic necromancy working that allows Vincent to impale a target's shadow to stop them in their tracks. The vectors of this power can be anything sharp enough to pierce the ground beneath or something as mundane as him stepping on somebody's shadow with his foot. Coffin nails are Vincent's go-to instrument for a remote, self-sustained effect.
The target's body seizes up as the deathly dread of afterlife washes over them, inducing a horrifying sensation somewhere between living rigor mortis and sleep paralysis. This can become lethal for ordinary humans whose breathing is stopped as long as their shadow remains pierced, eventually slipping into unconsciousness and possibly death should the working remain active for too long. Impaling the shadow also prevents shape-changing.
Because of its mechanism the working becomes much more temperamental at night and can result in the creation of a Vestige. In that case, or when someone manages to break free through other methods, they principally forfeit their shadow and thus part of their selves. Other than mortal races, the effects are also effective against creatures of order and/or hierarchy (e.g. fae and devils), but ineffective in the face of chaos such as in the case of demons or incorporeal entities (generally ghosts and certain boogeymen).
Veilsight Sixth Sense Wristpocket
Bane of Arthropods Vincent has a paracausal agreement with the creepies and crawlies of Millennium City. The relationship heavily favours him, revolving around a primal human ability to instill "deific" dread in arthropods. Apparently this working uses the vast height and size difference to achieve this, though no deeper explanation has so far been given. The various spiders living around his apartment and Mignola & Stern will often pay him tribute with tokens such as coins and rumors spun onto the surface of their webs. Communication between the two parties is paracausally translated over multiple dimensions beyond simple speech. Vincent could use his leverage in this relationship command the insects should he so chose, but prefers to maintain symbiosis.
Implement Carnacki has no formal implement. However, he does make frequent use of a cold-iron Athamé and thus has strong Connection to it. Domain Carnacki has no formal domain. His territorial Connection is split between his apartment and The Mignola & Stern equally. Familiar Carnacki has no formal familiar.
A bracelet made of various materials, designed to react in the presence various Others. A key that opens any lock but breaks it in the process. Signet Ring of Paul Sazerac - Etched with the Symbol of the House, marking whoever owns it as the Heir. Vincent has a powerful Connection to it having worn it for years. It also functions as a Ring of Force with a finite reserve of Power, as if filled with liquid.
The Squirrel-In-Shambles - Friendly "moth-like gnome" Vestige living in the attic of Mignola & Stern. Vincent orginally believed that the entity was a Goblin hoarder before coming to the realization that it just likes to watch over things. Knows about paracausality for whatever reason.
Stinkweed - Foul-mouthed Raccoon spirit that lives behind the apartment, mischevous but generally shy. Fundamentally good at finding and avoiding things. Appears to be made of debris, mostly sticks and leaves with some trash, stones, glass, and a pearl in stead of its right eye. Mundies have a difficult time seeing it clearly before it disappears/hides. Vincent isn't sure what kind of Other it is, believing it to either be some sort of Goblin or Lesser Elemental.
