SUBSET Nº1: LAVERNE ADMINISTRATIVE BUILDING

I. GENERAL INFORMATION.

A. SUBSET OVERVIEW

Purchased in the Spring of 2020 by the Department of Defense for immediate renovations, the Brock LaVerne Administrative Building-- commonly referred to as the "LaVerne Building", or simply "LaVerne"-- is the nerve center of operations for not just MIRA Mid-Atlantic, but the entire Metahuman Incident Response Agency. While the entirety of the MIRA Campus was once a mill complex, about 15,000 of the 20,000 square foot property was demolished and rebuilt from the ground up along the Potomac River. Construction ultimately ended a year later in the Spring of 2021, with the building formally cleared for occupancy on 01Jul21-- just over a week before the Jurors' first address at the Washington Monument. Renovation and construction efforts continue as of 20Oct21.

The tactical and psychological relevancy of ideological centers for "superheroes"-- see "BASES AND SIGIL LOCALES" under Code 3, Act 1 of the MIRA Classification Guidelines-- has resulted in the need for a transparent and visible beacon of activity for Jurors and affiliate superheroes. While initial efforts for remediation of popular landmarks have since resulted in a stalemate from concerned parties, the possibility of constructing a new center for these affairs presented itself as an option and was subsequently embarked upon by the Department of Defense. The LaVerne Administrative Building presents itself not just as the MIRA Headquarters of Operations, but the symbolic center of heroism for those who believe in the ideals the organization represents. As a result, the building's exterior and interior utilize neoclassical architectural styles to produce a similar appearance to current United States monuments. Test groups taken on tours of the facility before its opening have noted its grand scale, large antechambers, and choice of material invoke feelings of awe^[1] and grandiosity. Given the motif of heroism often being cited as "bigger than oneself", in a casual sense, these psychological effects are desirable.

II. PUBLIC ACCESS.

A. F1 - GROUND LEVEL

Open to the general public as a monument and general museum, the ground floor of the LaVerne Administrative Building is a means of preserving the history of superheroism and the societal perception of metahumans. The level itself is broken into multiple exhibits, each with a different "theme" and display in mind. General admission to the western museum section is 5 dollars, while the eastern gallery portion of the floor is free to visitors.

While transparency in ability and persona to the general populace is of the utmost concern, the disclosure of sensitive information and weaknesses regarding each of the Jurors is strictly forbidden under MIRA guidelines as per Code 3, Act 2 of MIRA Classification Guidelines (see section “SOVEREINGTY OF IDENTITY”). As a result, some museum graphics and informational diagrams are deliberately vague or misleading, should a criminal or enemy of the United States attempt to utilize this public-access facility to further an Anti-American agenda and formulate tactics against each Special Agent. Embellishment of abilities or reductionist conclusions have been systematically planted throughout each exhibit with the intent of formulating “half-truths”.^[2]

i. F1A - SCRAMJET EXHIBIT

An informational exhibit regarding Juror Scramjet's abilities and biology. This exhibit in particular is at the start of the museum tour, and symbolically placed first as a means of referencing Scramjet's role on the Jurors: the first on-scene as a Shock Specialist.

Interactive displays with barometric systems allow onlookers to observe the g-forces and pressure differentials at work while Scramjet utilizes his metahuman ability. Speedometers display how fast the Juror may run at a given moment, along with visual comparisons to real-life locomotives and aircraft vehicles. A replica of Scramjet's suit (NON-FUNCTIONAL VARIANT) is also housed in a display case at the forefront of the hall.

Additionally, indentations and carvings in the shape of bootprints are present through the length of the exhibit hall. These display the distance Scramjet travels in a single pace, as dictated by vinyl graphics beside each print. Activatable vacuum chambers also provide a practical demonstration of how the Special Agent's abilities work in dispelling and concentrating air, along with infographics and tubing displays to demonstrate the unique fluid dynamics of Scramjet's cardiovascular system.

A tracking platform is set up for visitors to run at a top speed in a set duration at the corner of the exhibit. A monthly leaderboard is pruned, with the top speed holder^[3] displayed at the treadmill. An offer to meet with Scramjet for an autograph is also given.^[4]

ii. F1B - GRYMSKULL EXHIBIT

An informational exhibit regarding Juror Grymskull's abilities and biology. This hall in particular portrays a variety of interactive videos and technological displays, symbolic of the Special Agent's role in the Jurors as the Technical Specialist of the team.

Dioramas explaining the basic functions of the Juror's weaponry are placed throughout the exhibit. In particular, there is a replica of Grymskull's suit (NON-FUNCTIONAL VARIANT) and the energy weaponry he employs while on-site for incidents. The physics behind each piece of weaponry are demonstrated in other interactive equipment displays, though proprietary blueprints and specific functions are not shown to the general public. Additionally, biological informatics are placed at the northern corner of the exhibit to provide an overview of Grymskull's advanced healing factor and enhanced strength.

A viewing theater for documentaries on the cellular chemistry behind metahuman "healing factors" is open throughout the day and plays a showing every 30 minutes. Monthly design contests are held through partnering with local and national outreach programs, with the top 3 designs being displayed for the duration of the following month at the end of the exhibit. 1st place winners receive engineering and design expertise from Grymskull himself in a formal letter. Should the Juror not be available for written comment, an intern will be delegated the responsibility after brief consultation with Johnson.

iii. F1C - BASILICA EXHIBIT

An informational exhibit regarding Juror Basilica's abilities and biology. This exhibit employs a variety of audio-visual aids as a result of the largely sonic nature of the Special Agent's factor-set.

Listening booths are placed near the beginning of the exhibit to acquaint the listener with the concept of harmonic frequency and resonance. Additionally, CAD programs displaying digital modeling of Basilica's unique vocal chords allows museum guests to observe the Juror's metahuman physiology. Guests may also listen to vocal samples of Basilica-- edited as to not damage audio equipment or the listener's hearing-- at varying frequencies and tonal outputs. Additionally, a stage show at the center of the exhibit displays the extent of Basilica's harmonic frequency ability and shatters multiple glass objects under an enclosed dome. An attendant runs the show every hour.

An exhibit explaining the lift and aerodynamic physics of Basilica's suit is also present. Guests may interact with a display near the end of the hall and attempt to find the harmonic frequency of different objects. Additionally, small plaques comparing audio amplifier output to the Juror's own biological capabilities show the disparity of power, as well as reinforce Basilica's strength when responding to incidents.

iv. F1D - GENERAL EXHIBITS

This portion of the floor houses general superhero trivia, historical metahuman figures, and artifacts pertaining to anthropological metahuman proto-societies that were speculated to exist up to 10,000 years ago. The exhibits increase in date as the guest travels the building, eventually arriving at the modern day and circling back to the front of the Scramjet exhibit. Other government metahuman projects are showcased through varying exhibits, and superhero culture as a whole is examined and discussed. A conference hall is given to weekly speakers on these subjects, with panels of heroes and other experts on metahuman anthropology and biology in frequent attendance.

The concept of what it means to be a metahuman is a topic of frequent discussion throughout each of the exhibits, with a purposeful focus upon the changing perception of factor-present humans throughout recorded history. Careful analysis is given to certain historical and anthropological events and recordings, such as the Salem Witch Trials of the 1600s and ancient mythological figures. The accuracy of absolutism in religion and godhood is examined in choice exhibits.

v. F1E - STONE FOUNDATION GIFT SHOPPE

A gift shop containing pieces of debris and other building materials destroyed by supervillains. Refuse that is no longer deemed recyclable is donated to local craft boutiques and workshops, and creations are bought by MIRA to sell as parting gifts to museum guests. All proceeds are given to the Stone Foundation, established by MIRA Director Leonard Stone at the onset of the agency's inception. The foundation primarily deals with remediation efforts for property destroyed in metahuman incidents, with an emphasis on aid being granted to low-income communities. Baltimore in particular has primarily benefited from the Stone Foundation, and efforts are currently being made to incorporate other cities along the Eastern Seaboard.

Glass shards manipulated and warped by Basilica, repurposed debris displaced by Scramjet, and uniquely scorched metal by Grymskull made into sculptures are but a few of the commodities present in the shop. Additionally, all proceeds from the general admission price are given to the Stone Foundation.

vi. F1F - PUBLIC GALLERY

The easternmost portion of the LaVerne Building. Here, donated works line the halls with historical context given on informational plaques and pamphlets. Each work relates to metahuman culture or speculated depictions of factor-present individuals and battles; most prominently, a 12-foot statue of Diomedes stands at the center of the gallery, along with historical context of the Trojan War provided to guests beside the display.

III. RESTRICTED ACCESS.

A. F2 - ADMINISTRATIVE LEVEL

MINIMUM CLEARANCE: BLU-0. The second level of the LaVerne building houses the majority of MIRA's clerical workers, profilers, and administrative professionals. Much like the floor below it, the architecture and styling of F2 is reminiscent of Capitol interiors. Badge access is required on each stairwell and elevator to the Administrative Level. Trespassing is strictly forbidden and carries a minimum fine of 4,000 USD.

Closed tours of the level are given to eligible parties and prospective interns.

B. B1 - ARCHIVES

MINIMUM CLEARANCE: BLU-0. The singular basement level of the LaVerne building houses archival warehouses for minimum-security records, archival documents, and museum pieces not yet implemented into the gallery. Public-access documentation available on metahumans may be granted to civilians through advanced reservation. Private viewing rooms are supplied at the rear of the floor. Accessible by elevator and stairwell; no direct exterior exits. Historical records also present.

SUBSET Nº2: SPARROW BUILDING

I. GENERAL INFORMATION.

A. SUBSET OVERVIEW

While the LaVerne Administrative Building largely serves as a symbolic center of cultural operations for MIRA Mid-Atlantic and the agency as a whole, the Sparrow Building houses much of the practical operations for incident response and factor research. Having largely been preserved from its previous state as a textile mill before purchase by the DoD, its industrial architecture stands in stark contrast to the newly-renovated LaVerne building in both style and substance.

All of MIRA's activities within the Sparrow Building are of strict confidence and require an IMAS Clearance Rating of BLU-9 or higher for direct access and acknowledgement. Personnel are placed under a strict 1-month scrutiny period to determine eligibility and security risk before being allowed on-site, and visitors are to be accompanied by a verified escort at all times. With over 80% of the site located underground, all subterranean floors have been reinforced with a high-strength bunker lattice commonly present within fallout shelters; in order to combat direct threats from high-stake metahumans, foundational flooring and walling has been further reinforced with energy-resistant lead lining and earthquake-resistant supports.

Additional safeguards have been placed inside the Sparrow Building to protect against extraplanar threats. Rapid-Displacement Pressure and Volume (RDPV) sensors line every floor and are linked to a comprehensive alarm system, with the ability to seal off corridors also present. Sprinkler systems hooked to irritant aerosol tanks also allow the ability to prevent or impede access to certain areas of the facility, allowing for adaptive defense should the site be beached from the inside. Standard fire protection and safety systems are also in place. Pressurized fire-foam is employed to extinguish incendiary metahumans, should they ever be present and active on-site in a manner that directly harms personnel or security.

II. LOW-SECURITY.

A. F1 - ATRIUM

MINIMUM CLEARANCE: BLU-1. The Atrium of the Sparrow Building was previously the spacious production floor before being hollowed out and evacuated of its manufacturing equipment for use by MIRA. Low-security engineers are present in workshops along this floor. Of particular note is the reinforced and windowless training area at the southernmost portion of the building, with soundproofing and shock-resistant reinforcements placed along the walls to afford Jurors the highest amount of confidentiality and focus possible.

Onboarding operations for Junior Profilers and Junior Analysts take place within the easternmost portion of the Atrium, which houses a small administrative office area distinct from the LaVerne Building.

III. HIGH-SECURITY.

A. B1|B2|B3|B4|B5 - THE COLOR LEVELS

MINIMUM CLEARANCE: VARIABLE. The subterranean floors of the Sparrow Building, dubbed the Color Levels, serve as the primary analytics and informatics center for MIRA's advanced threat response systems. Workers of a Junior through Master level are housed here, with each subsequent floor growing smaller and smaller in general surface area underground.

There are five Color Levels total. Each floor corresponds to a particular threat level (see "THREAT-STAKE LEVELS" under Code 1, Act 1 of MIRA Classification Guidelines): BLU, GRN, YLW, ORG, and RED, each with escalating confidentiality and clearance requirements. The first of these levels is B1, or LVL-BLU.

Each level contains its own ecosystem of workers, rooms, and operations, with interaction beyond the scope of each floor deliberately kept to a bare minimum as to reduce the risk of data breaches. BLU interacts with BLU, YLW interacts with YLW, and so on. Occasionally, resources from a higher clearance level may be de-escalated to lower clearances; the reverse is strictly prohibited, as such work would be beyond the typical clearance level for that resource. There are five departments total within each floor: LOGISTICS, SITE SECURITY, COMMUNICATIONS, ARCHIVES, and INVESTIGATIONS. Each floor has a general manager for these departments which report to the Senior Manager at the RED level. These LVL-RED managers, in turn, report directly to Director Stone. All Jurors are to be allowed full access to the resources of the Sparrow Building at the discretion of the Director, and they are also to be granted a rolling RED-9 clearance level for usage of the on-site IMAS Systems.

i. BXA - GENERAL OFFICES

MIRA's ability to accurately interpret and respond to threats is largely dependent upon the analytics teams within the Sparrow Building. While each floor retains its specific logistical team for usage at that specific threat level, the LVL-BLU offices are the largest of all sub-bureaus on-site; many Junior Analysts and Junior Profilers make their start on the B1 level and work their way upwards in clearance.

General offices contain the LOGISTICS, INVESTIGATIONS, and COMMUNICATIONS departments. The INVESTIGATIONS Unit houses multiple huddle rooms for interview purposes, while the COMMUNICATIONS Unit is primarily responsible for outgoing transmissions monitoring and securing available routes of data dissemination. LOGISTICS Units house the site's server rooms and analytical AI systems, with each level housing its own data on a closed "loop". Data may be de-classified from its respective "loop" and circulated to lower clearance levels as necessary.

The most notable idiosyncrasy that MIRA possesses is its method of record retention. While levels B1 and B2 primarily deal with digital means of communication and datakeeping, levels B3 through B5 employ increasingly anachronistic technology to the point of reverting most technological methods to their analog and mechanical counterparts. This includes, but is not limited to: a strict paper-record basis for all matters at B3 and beyond; mandated typewriters for office personnel at B3 and beyond; mechanical computational equipment for engineers and analysts, if needed; isolated and antiquated servers for necessary software and digital logs; wire telephone systems; telegraph systems in place along B3, B4, and B5 for purpose of coded communication via telegram; short-wave radio systems for wireless communication, if needed; a sealed messenger tube network for correspondence and record transportation. The usage of antiquated technological systems is primarily to safeguard against hackers, cyberspace manipulators, technopathic metahumans, and information breaches originating from beyond the territory of the Sparrow Building.

ii. BXB - INCIDENT ROOMS

The Sparrow Building's multiple Incident Rooms serve as the communications hub between field agents and analysts during an active incident. Rooms are divided into the levels they represent; for logistical and low-risk on-site incidents, the BLU-Incident room is used. For incidents involving indirectly allied or GREEN designate superheroes, the GRN-Incident room is used. YELLOW designate incidents are directed to YLW, ORANGE to ORG, and the highest-risk incidents are directed to the RED-Incident room, which employs analysts and communications officers with the highest seniority. MIRA Director Leonard Stone is required to be in attendance at all RED-Threat incident response meetings. Correspondence inside and out of each room during an active incident is prohibited outside of mandatory informational exchanges, and all communication is strictly monitored to guard against the security of transmissions and technology.

In the field, agents are supplied with modified technology to ease the transition and barrier from antiquated to modern systems. SecureView is the most used client of all onboard MIRA software, and is used as the primary means of digital document access, communication, and data retention while out in the field. All digital records are transferred to paper records when the agent returns on-site, with the former being completely wiped to ensure maximum confidentiality.

Members of each sub-bureau corresponding to the room's level are required at each incident response conference, which includes but is not limited to: LOGISTICS, SITE SECURITY, COMMUNICATIONS, ARCHIVES, and INVESTIGATIONS. RED designate incidents require workers from LVL-RED, YELLOW from LVL-YLW, and so on. Personnel from floors of higher clearance may attend conferences of a lower threat designate, but the reverse is strictly forbidden. All conferences (and interviews, for that matter, at any floor in the Sparrow Building) are monitored and logged. Conferences of YELLOW designate and higher are to be logged on 35mm film and stored in fire-proofed archival storage rooms (see BXC- ARCHIVES).

iii. BXC - ARCHIVES

As housing any confidential records off-site would run the risk of catastrophic data breaches, all of MIRA's files and available consultation data regarding metahuman targets, Threat-Stake assessments, and ongoing operations are housed within archival departments corresponding to each Color Level. Paper records are kept in sealed and encoded dockets, and strict access logs are maintained to prevent misuse and violations of data integrity. Contemporaneous measures are taken to date, enter, and retire records with efficiency and accuracy. Viewing rooms for the contents of each ARCHIVES Unit are housed directly within the floor's departmental block. Access to ORG-0 records and above require a licensed specialist to be present at all times during viewing.

iv. BXD - SECURITY

With the Sparrow Building's status as a secure government site, ensuring sufficient deterrence and protection against enemies of the state, rogue metahumans, and other unforeseen threats is an essential priority. On-site security personnel boast the finest standards of weaponry, training, armor, and tactics available, with Jurors on standby to provide ancillary support if needed. Any attack on a MIRA Site is to be considered a RED-X Incident-- immediate response needed. This includes the withdrawal and redirection of Special Agents away from any lesser priority events.

Also of note is the shared ownership of dispatch duties with COMMUNICATIONS Units across the site. Calls to available hotlines are traced, triangulated, monitored and verified with the shared resources of either department to brief Special Agents en-route to confirmed incidents.

SECTION NºXA: NOTABLE AREAS

I. SPARROW BUILDING - B3A. "HANGAR".

The primary means of transport for the Jurors is via MIRA VTOL, and the Hangar subsection of LVL-YLW houses air transport for the Special Agents should the need arise. Submarine transport is also available. Each vehicle departs via airlock at the far end of the hangar, opening up into the bottom of the Potomac River and draining with every use. Airlock defenses include a collapsible seal and 10-foot thickened and reinforced exterior blast doors. MIRA-verified transports are all equipped with pressurized and waterproofed cabins.

II. SPARROW BUILDING - B5G. "OFFICE OF DIRECTOR STONE".

The office of MIRA Director of Operations Leonard Stone is housed within the LVL-RED floor of the Sparrow Building. Available via appointment. A projector wall is housed behind the desk, should the need for film review arise. Quarterly evaluations of Site Managers and Jurors occur within the Office of the Director.

III. SPARROW BUILDING - B6█. "THE RED ROOM".

Following the failure of the ██████████ ██████ "OPERATION HOMEBOUND" on December ██th, ████, a ██████████ ███████ ████████ ███ ████ ██ ███████ ██████ at █████████ within present-day Bosnia-Herzegovina. The need for an adaptive intelligence trained to respond to threats with extreme precision was paramount at this time, and a Black-Site project was initially greenlit by the CIA in November of 1993 in order to develop a highly-advanced threat recognition and response system for use by United States intelligence agencies. Much of this program entered an inactive state by the turn of the century, with efforts reignited to develop the technology by early 2002. By 2006, the project once again entered an inert state-- until late 2020, when United States intelligence came into possession of a RED-█ neurologically enhanced metahuman by the name of ██████ ███████. At this time, ███████ was largely comatose after having suffered multiple focal onset aware seizures, resulting in hallucinatory episodes and inexplicable full-body paralysis. Brain activity was substantial despite the vegetative state, and it was at this time that both the body and focus of the 1993 Project-- dubbed "NERVE" in classified documents as a working title-- were transferred to the division of the Department of Defense that would inevitably become MIRA.

While Jurors are partially aware of this project, the true scope of the project is known only to Project NERVE participants and Director Stone himself. The "RED ROOM", accessible only through transportation services housed within Stone's private office, is the staging area for all related activities. Mr. ███████ is believed to hold an immense capacity for information due to the neurological structure present within his brain, and while the abundance of seizures before his comatose state is of great concern to project participants, it is Director Stone's belief that the consciousness and mind of ███████-- deemed "THE APPARATUS" in NERVE documentation-- will prove an instrumental asset to threat prediction and response (see "PRECOGNITIVE METAHUMANS" under Code 5, Act 4 of MIRA Classification Guidelines). While the prevalence and mere existence of clairvoyant factors is a subject of intense debate, the output of THE APPARATUS and its speculated ability to outpace even the most advanced artificial algorithmic intelligences-- and human minds, for that matter-- make it a promising advancement. It is Director Stone's belief that THE APPARATUS will serve as the foundation for Project NERVE.

██████ ███████ has not displayed the ability to form decisions or respond to stimulus, meaning his express consent is not yet needed within the scope of NERVE.

SECTION NºXB: DOCUMENT APPENDIX

[1] Of a 1,000-participant pilot study, over 72% of participants recalled a profound emotional response to available display artwork and the architectural styling of the LaVerne building. Further efforts are being explored to heighten and prolong this psychological effect.
[2] Of a 1,000-participant pilot study, only 3.3% with a .01% MoE were able to correctly discern erroneous factoids within the presented exhibits. Such misinformation was later deemed "too obvious" by consultant analysts, with a majority of the discovered mistruths belonging specifically to Special Agent Sidar Kask and Special Agent Anthony Johnson.
[3] The leaderboard is routinely pruned. No repeat winners.

ADAM APEX in: AFFAIRS OF STATE!
ACT ONE: 'I have an appointment.'
SCENE ONE: The Lobby.

Adam's parents had warned him about the government. In their words, a government- any government -is full of small-minded people consumed with their petty ambitions. They would be of no use in accomplishing the Great Common Task. At best, an annoyance to be ignored. At worst, an obstacle to be destroyed. But accomplishing the Task is a long way off, and if Adam Apex is going to exist in the modern world, he needs to come to an understanding with the American government sooner rather than later.

A limousine with tinted windows drops him off outside the LaVerne Building in the early evening, as the sun is beginning to set on D.C., the dim orange glow still faintly illuminating the iconic monuments in the distance. For all the corruption and graft in the capitol of the American Empire, the architecture is often grand, and the regional MIRA headquarters is no exception. The Eighth Wonder passes through the black-iron gates and ascends the short flight of stairs, looking like an ordinary bureaucrat in his black suit.

When he called to arrange this meeting, Adam simply informed the receptionist that he was looking to formally register as an extrahuman operating on American soil. Having formally renounced his citizenship, he has no obligation to register, but doing so seemed an appropriate gesture of goodwill. Precisely whom he'll be meeting with is yet to be determined, as far as he's aware. Nor does the information present itself immediately when he walks inside. His technopathic gift allows Adam to passively absorb data from sufficiently complex devices all around him, but MIRA's tech is all heavily encrypted. It's like walking around in total darkness, but he adjusts swiftly.

"Good afternoon," he says to the woman behind the front desk. "I'm Doctor Adam Apex. I have an appointment."

Truth be told, the profiling team at MIRA had originally thought the moniker of Adam Apex had been a carefully-crafted pseudonym or impromptu stage name-- but, contrary to their initial impressions, the John Doe that had originally sent correspondence seemed to bear no initial embellishment or exaggeration of character. Other than a hastily-earned doctorate and a handful of articles that did embellish the man's status, the footprint of Adam Apex was practically nonexistent. It was intriguing to some and concerning to others.

To Owen McCormack, the interview for registration was another day on the job.

He awaited Doctor Apex's arrival in a small huddle room within the second floor, idly working through other documentation before a notification jarred his phone from the edge of the table. Owen caught the case with a quick hand, momentarily examining the screen with somewhat tired eyes before clapping the laptop shut and moving down to the first floor with his satchel-bag slung around the shoulder haphazardly. He arrived about half a minute after the receptionist had, predictably, guided Doctor Apex to a seat in the lobby to wait for his envoy.

Owen approached, hand extended and a curt smile on his face. His demeanor, though cracked with subtle hints of fatigue, was tightly professional and unerring. "Adam Apex? I'm Junior Profiler Owen McCormack. I'll be your reviewer and escort for today. Please follow me."

And with that, Owen turned, head glancing over the shoulder to observe the doctor as they walked to the elevator. The registration interview would be conducted in the administrative level, as per usual protocol. Subsequent threat-stake assessments and obsolescence hearings would likely be conducted somewhere in the Sparrow Building, but for now, they were relegated to the low-security property.

"I've heard little about you." Owen stated matter-of-factly, moving into the elevator when the doors opened. "What brings you to America?"

Adam shakes McCormack's hand, demonstrating a firm grip that belies none of his true, titanic strength. The functionary's businesslike demeanor hides his inner exhaustion, but to all appearances, he's simply an ordinary bureaucrat. Nothing out of the ordinary about his genetic sequencing, no hidden cybernetic enhancements, not a hint of the heightened electrical activity in his brain that would indicate superhuman abilities. Out of respect for his privacy, Adam withholds from attempting a telepathic probe, though his limited faculty with that ability wouldn't allow him to get more than a surface read on McCormack's emotions in the first place.

"A pleasure."

As requested, the Eighth Wonder follows McCormack to the elevator, and enters just behind him. As the doors close, he surreptitiously gestures with his hand and makes a slight alteration to the laws of the universe. Nothing world-shattering by any means- in fact, unless he has super-senses of his own, Owen is unlikely to even notice. The only thing Doc Apex is doing is decreasing local gravity by a hair, in order to let the elevator move faster than it should. By the time they've reached their floor, the tweak will have already worn off. Like with an ordinary muscle, Adam's abilities require regular use to keep in good condition, and there's no reason not to use them to make regular life a little more convenient for other people.

"I understand this may sound somewhat ridiculous, but I felt that this was where I could do the most good," Adam answers, smiling to himself. But his countenance quickly becomes serious once more. "After all, some seventy percent of meta-terror incidents take place in the United States, and that's a conservative estimate. I have the power to help contain such events, and that makes it my duty to do so."

"Seventy-two percent," Owen replied, half-corroborating and half-correcting the scholar's statistic. "According to a 2019 study from Yale, at least. Seventy-two percent of terrorist attacks involving metahuman factors take place somewhere on American soil. Out of that percentage, too, only ten percent are religiously motivated. President Mann had an apt quote during his time in office for this sort of thing, I think. 'The War on Terror has changed, and it is being fought on our doorstep'." The elevator came to a stop with a ding; Owen furrowed his brow, momentarily glancing up at the floor number, but stepped out without another word once the doors opened. "So-- that doesn't sound ridiculous. At all. MIRA welcomes and appreciates altruism from anyone who gives it, metahuman or mundane." The response was a bit boilerplate, but he doubted that there was a person on-site who didn't believe anything Owen had just said. "It's our duty as much as it is yours."

And with that, they reached the interview room-- a small wooden box, essentially, though well-furnished with antiquated furniture and paintings of olden historical figures upon the walls. Owen quietly took his seat and motioned for Adam to do the same, organizing his files and opening up a SecureView document tab on his computer. He gave a glance to Dr. Apex before resuming his attention back upon the screen.

"So. We're about to conduct what MIRA calls a Threat-Stake Assessment. The name may sound intimidating or negative, but it's a beneficial process to help us understand your powers and inform our Special Agents out in the field, should they cross paths with you. It also serves as a means of validating your identity. When this is done, we'll send our completed dossier for use by the United States Citizenship and Immigration Services. Before we begin, do you have any questions about the process?"

There's a surprising amount of earnestness in McCormack's words. Not the naive optimism of a child or a fool, but the genuine conviction of someone who's seen some of the worst the world has to offer, and come through it still believing in his ideals. Adam hopes that he'll be able to say the same thing about himself once he's been through the trials the world surely has in store for him. Chosen guardian of the century though he might be, it wouldn't do for him to go without being challenged.

Taking his seat, Adam regards the computer between him and McCormack thoughtfully. Like almost everything else in the building, it's encrypted with the best security the American government has to offer, but given proximity and time, he could probably crack it. The problem, however, is that there's no guarantee his intrusion would go unnoticed. Getting caught with his hand in the digital cookie jar wouldn't do wonders for his ongoing relationship with MIRA, so Adam decides to refrain for the moment.

"No particular questions," he answers. "But one request. I've renounced all forms of citizenship for a reason, and I'd prefer it if no steps were taken to change that. I don't intend to restrict my operations to America alone, and if other nations are to trust me, I can't be seen as a proxy of your government."

"I understand," Owen stated in reply to Adam's rejection of citizenship, smiling politely and giving a nod of his head. Many heroes avoided the conflict of domestic interests entirely, and were often absent from political causes and motivations. It helped preserve image and ideology-- McCormack knew that. Independent metahumans enjoyed the luxury of emancipation from any and all countries, if they were so inclined. MIRA and the Jurors were not. "That's perfectly fine. If you've no other inquiries, then we can begin."

Owen promptly closed the USCIS form on his SecureView window and focused upon the preliminary questions of the Threat-Stake assessment. Given Apex's demeanor, Owen guessed that the man would end up being a Yellow threat level at most. His stake level, however-- well, that was mainly what this assessment was for.

"I'd like for you to begin with a basic summation of your abilities. After a general overview, feel free to elaborate how you see fit. Share as much as is comfortable-- this is for our operators to have a vague idea of your abilities, if they are to meet you out in the field. It would allow the Jurors-- our team, here at MIRA-- to better synergize with you during an incident."

It was hard to believe that it had only been 3 days since John told Streit he would take the deal. From the moment he left the hospital his world had become preparation and planning. He was studying laws, learning about how to deal with reporters, hell there was an entire R&D team trying to figure out whether or not he should have a costume or not. Right now was one of the few quiet moments he'd had since then. His eyes looked out the window at the buildings towering overhead. As they drove by each one he couldn't help but smile. Although John Wilbur's mind was human the memory of being as tall as those buildings filled him with nostalgia.

"Since we're technically a government entity we're going to be working with MIRA quite often." Streit said, snapping John out of his trance

"Those are the government hero guys right?"

"Bingo" he snapped his fingers, "I've asked them to give us a hand with your physical training for now since not many places have a facility strong enough for you to cut loose in."

"Kinda surprised Icarus doesn't have one."

"Well there used to be one but, after Icarus went public and Chevron left there wasn't much use for it. This is your stop, good luck in there kid."

The SUV slowed to a stop outside the Mid-Atlantic Centers steps. The door swung open and Kid Kaiju stepped out into the Washington sun. He made his way through the crowd of civilians while doing his best to stay relatively unnoticed. The inside of the building was lavish and grand. The entire place acting as a monument to the ideals of truth and justice. A memory of the golden age of superheroes that Streit kept talking about during branding lessons. He approached the desk "My name is John Wilbur I'm supposed to meet someone here."

"Someone will be with you shortly. Feel free to explore the museum."

This place was awesome. Before his parents brought him to the Island he had been a huge nerd. He would watch anime all the time, play tons of fighting games, and he collected comic books. This place was like a candy store for him. He spent his time waiting just exploring the various exhibits and taking in all the cool information on display.

"Did you know? Basilica's ability can extend beyond basic glass and silica particulates. For a limited time, she is able to manipulate various crystalline and mineral-based substances, as well as other analogues, with the frequency of her voice."

The Mid-Atlantic Center was bustling with activity. Though usually less occupied during the weekdays, Saturday afternoon was a perfect time for most families to visit the museum and skate around for a bit; the new exhibits that rotated through on a weekly basis helped retain a consistent audience. Originally, it'd just been the sections on each of the Jurors. It'd been the marketing and relations department within the LaVerne building that suggested a more diverse range of exhibits, constantly swapping out to keep guests engaged for repeat visits. Scramjet had been the one to suggest recruiting a few more heroes directly to the Jurors, which was why there were currently a few "COMING SOON!" walls along the main Jurors hall.

MIRA was decisively thorough with their line-up. There were the standard monoliths of heroism that had a more consistent presence in the galleries, of course, along with the more obscure heroes that swapped places every week. The exhibits were arranged chronologically, with the oldest heroes appearing directly after the main Jurors section. Ancient examples of speculated metahumans lined the halls. Diomedes. Odysseus. Ajax the Greater, Achilles, Hercules. Then, of course, came the more modern heroes. Aristotle. Brock LaVerne, Contrail. The first "superheroes" to exist in the public conscience, and the trailblazers that set the stage for the post-modern heroes: Michael Carter, Invictus. Hope Sterlyn, Gyras. Then, slowly but surely, the most current figures in superheroism began to appear. Captain Capacitor, Axiom, Chevron, Magnetar; Terminus, Noctua, Akhilleus, Virtue. Quiver. Concord. Mangetar. Singularity, Tremor. James Novak, Proton. Total Experience and his protegee, Diva.

Eventually, there were your more obscure picks. A few people gathered around a little tribute to Hypertron. Any Night Warden fans? There was an exhibit for him that week. Little facts about Tomorrowman's perception and kit, Peacekeeper's routine for protecting Pax, the speculated physics of Kid Smash's and Samson's abilities-- all scattered throughout the larger names along the exhibit halls. The Spectacular Wraith and his legacy in Los Angeles was currently beside a stand for a feline boxer vigilante, Puma, who had been active in Pax.

Wherever Kid Kaiju turned, he'd see the fruits of humanity's labor in heroism. Heroes big and small were placed within the LaVerne Center with the explicit purpose of being a reminder. Little automated voices spouted factoids over the intercom, and the occasional tour guide led a group through the halls. Right now, though, most people were shifting their attention elsewhere-- to the Juror that was currently walking down the hall.

Scramjet had the unfortunate disadvantage of being very recognizable-- he'd thought about creating and wearing a "low profile" suit to engage with other heroes absent of civilian contact, but the pieces hadn't exactly fallen into place with that yet, so he was stuck stickin' out like a sore thumb whenever he needed to meet somebody here. Between Memento Mori and now Kid Kaiju, Rasmus was beginning to seriously consider making the admins just send them to the lobby of the Sparrow Building to cut this part out. Doing this felt awfully self-serving, even if it wasn't his idea.

Still, he liked engaging with civilians. It was something that a lot of heroes lacked-- that connection of "hey, this guy actually lives and breathes and probably worries about his grocery list for the week". Total Experience had a lot of that going on with him. It helped to have that friendly neighborhood feel. Scramjet liked to think that America was just one... big neighborhood. Yeah. Sure.

It was a process. He went down the line of people who wanted to see him-- some were still engrossed in the exhibits, or just didn't quite care, which was good for him-- and proceeded as respectfully and quickly as he could, eventually making his way to the actual target of this little excursion. John Wilbur. Luckily, it didn't seem like he was presently munching on an orbital cannon. Good for both of them. Scramjet extended out a hand, helm tilting to the side as a show of personality. He gave a little nod, too.

"...so cool..." he muttered looking at the Basilica exhibit. It was kind of inspiring for him to see all these powers, that were often considered one note, be used in such interesting ways. It made him feel more confident that with time he too could learn to turn apply his powerset in unique ways that overcame his own weaknesses. His train of thought was broken when the entire building's attention shifted to the Jurors approaching him.

When Scramjet extended a hand he could feel every eye in the place shift to him and he subsequently wanted to hide. Hushed murmurs jumped from person to person about just who he might be. Part of him wanted to assume his Kaiju form solely because he felt way more comfortable when he was a 7ft tall mass on alien muscle. Of course that would be a bad choice since the last time the world had seen his transformation it was tearing apart Millennium City.

"Yeah...whatever it takes to get out of here." he said moving into Scramjet's shadow.

Scramjet couldn't help but feel a little bad about singling the kid out. Unfortunate circumstances that were out of their control, sadly, so the least he could do was try and make it bearable for John while they got the heck outta dodge.

Rasmus called to the gathered crowd, motioning with his hand for them to make room as they walked.

The line hung in the air for a moment before Rasmus blinked and gave an apologetic glance to John.

He whispered, the speaker in his helm dampening the output to keep out prying ears as they walked. His voice was a little filtered, almost bearing the same feel of radio correspondence. Truth be told, it was his idea-- the speaker-ish tone helped with a bit of a futuristic x-factor that completed the look. Scramjet's purple visor gleamed as he looked down at the kid, patting him on the shoulder.

Scramjet filled the rest of the walk to the Sparrow Building with the usual boilerplate small-talk, though he would be lying to himself if he said he didn't like this part of the job.

[attr="style","display:inline;text-shadow:0px 0px 3px #b671c2;"]"So. If you don't know already, I'm Special Agent Scramjet. This is MIRA, the Metahuman Incident Response Agency. We primarily deal with incident prediction and timely response involving parahuman threats. Metas, ghosts, magic, aliens-- the whole nine yards."

As they walked, the museum turned into a lobby, which turned into a small side-corridor that led to an underground tunnel; Scramjet swiped his wrist along a badge indicator, and the door swung open. He waited for John to step inside, then politely followed and took the lead once more. The tunnel was... a tunnel. Ventilation ran along the walls and ceiling. Not much to say, really-- most of the preliminary floors were designed to be unassuming in both appearance and function.

[attr="style","display:inline;text-shadow:0px 0px 3px #b671c2;"]"So. You decide on a name yet, or am I gonna have to call you Mr. Wilbur out in the field? I've got a secret identity myself, so I get the desire for a bit of privacy if you want it."

The tunnel ended, punctuated with another door that opened up into a far more archaic looking lobby. It was like something out of the 80s, really, with the interior design and the large monitors at the front desk. A woman sat behind it, idly scrolling through a feed as they passed by. Scramjet nodded at her; she nodded at him. They passed by with little interruption.

"Ya know what they say, you're not you when you're hungry." he chuckled at Scramjet's attempt to recover the situation. Even though he hadn't been in control he still felt guilty. Sure people had been evacuated but, he destroyed their lives. Cars, apartments, jobs, and anything else that they needed to go about their daily lives. His neighbor had lost his house during the Surgath invasion and he never financially recovered. He couldn't feel bad about that though. Mr. Streit had told him that a true hero uses their mistakes as fuel to ensure they don't happen again.

Scramjet gave him the rundown just like Virtue had before he came here. There was a degree of overlap between MIRA and ICARUS when it came to super-human affairs' however, ICARUS's duties often extended past just meta-humans. Virtue, for example, spent most of his time overseas battling terrorist organizations. "We settled on Kid Kaiju. Not for any secret identity reasons though, just because every great superhero has one. Mr.Streit said that a name should be catchy and evoke some kind of feeling. The dynamic between the innocence of Kid and the monstrous nature of Kaiju is supposed to show that anyone can change or something...I kinda zoned out during the explanation part. I just like it cause of the alliteration"

The part of the facility they entered next looked like something straight out of a comic book. He spun as they walked to take in the entire space. This was real hero shit he was about to get into and it was finally setting in. Kids dreamed about being able to casually talk with people like Scramjet in their secret government lairs and here he was doing it. To him this was all fucking awesome.

"Well basically...I'm not human. Like I have my memories and personality but, everything about me is Kaiju, which apparently come from outer space so I guess I'm technically an alien. I can willingly go from this human looking form to the 7ft tall monster form at will. Super strength, speed, senses, durability, the whole nine yards. The scientists back at the base said that even though the Whistler form, we call the small one Whistler, is smaller it still has almost the exact same strength as the big form. There's also the fact that I can regenerate, my heart is actually a miniature nuclear reactor so I can shoot atomic lasers from my mouth, and I have these weird pockets in my arms and legs that can store air which I then shoot out of like my fingers and stuff."

Scramjet blinked as he heard Kid Kaiju’s decidedly blunt explanation of his name and factor-set. It earned a chuckle from the Juror— honestly, Wilbur reminded him a lot of his students. A lot of his classes capital-L Loved superhero culture, and it was a bit odd to get that same sort of energy while actively on the job. Civilians and guests were one thing, but to see the same sort of amazement on another hero’s face— well, it was reassuring.

[attr="style","display:inline;text-shadow:0px 0px 3px #b671c2;"]”The lower levels here look a bit cooler, but a building tour isn’t on our agenda today— I’m only a tour guide on weekends. Still wear the suit. Incident Training Atrium’s up ahead, by the way.”

Rasmus gestured off-handedly to a pair of blast doors as they approached a crossroads. Once again, an identification panel was present— now slightly dated, with a larger surface area and retro sort of aesthetic to it— and once again, Scramjet swiped his watch over the panel. A beep sounded— there was a little chime and everything— and the doors began to roll back. Two 6-feet slabs of lead-lined, ceramic-composite reinforced metal were not the prettiest on the ears when pried apart from one another. Scramjet stared ahead, thankful for the sound-dampening of the helmet he wore.

Acute radiation poisoning was near the bottom of the list for potential collateral, if he was being honest. That, and he would’ve liked to know a little earlier if he should’ve brought his lead-lined undies for this sort of thing. He supposed that he was thankful that the Atrium was reinforced to the point where any potential collateral besides him was nigh-impossible.

The reason why was evident enough. The place was a mixture between a very detailed movie lot, a large-scale blast bunker, and an arena— various pieces of machinery and rigging lines the ceiling and walls, smoked-out debris and car-wrecks lining what appeared to be a very detailed and to-scale recreation of a city street. A large viewing gallery laid beyond the far wall of the Atrium, but it was through proxy footage— a direct view into this place was asking for an accident to happen. Last thing he needed was Basilica shattering ballistic glass when any guests showed up to watch them fight each other here.

Scramjet began, admiring the bombed-out street for a moment before turning to Kid Kaiju. The blast doors began to re-seal themselves behind them both.

Some ground rules— no hitting the ceiling, and no hitting the rigging points on the walls. You break it, you buy it. Same rules as an IKEA, except you can actually sit on the displays. Or shatter them into a million pieces.”

To prove his point, he leaned on one of the cars. It gave a resoundingly convincing creak of the hood, scorched rust clattering like sand as his weight displaced the dust upon it.

A generic setting meant to reflect potential objects and hazards in the environment that you’ll be facing on the job. Analysts designed this little playground with the intent to hit all the checkboxes of the dos and don’ts— collateral control, environmental awareness, lines of sight, and material tests. So— I’m gonna ask you something, Kid Kaiju, and I’m gonna want an honest answer out of you. This won’t work if we aren’t honest with one another. Yeah?”

Scramjet moved off of the car, walking in a circle through the faux-intersection.

He peaked his head into buildings, casually lifted up the nearby cars to see if they had all the normal car parts underneath them, and sitting on everything he could possibly sit on. The moment Scramjet told him if he broke anything he had to pay for it, he gently placed a decoy car back onto the road and sheepishly backed up.

"Right, no touching without permission, sorry."

Then came the big question, what was he worst at. There was obvious things like remembering to do his laundry, cooking, or U.S. History but, that probably wasn't what he meant. When it came to hero stuff he didn't really know yet since he hadn't been able to do any field work. "If I had to say something from your list it's probably collateral control like, sometimes I dont really think about how strong I am and I end up breaking alot of stuff. Like this one time I leaned up against a VTOL while in monster form and snapped the wing clean off. Man Mr.Streit gave me an EARFUL that day haha."

Scramjet began, watching as the kid picked up a car and placed it back down on the ground. The incident with the VTOL earned a wince from the Juror, too. Kid Kaiju was strong-- damn strong. As evidenced by the anecdote, it seemed he also didn't quite know how to use that strength. They could start there, for today.

Scramjet liked being alive, and until Kid Kaiju learned how to properly hold back, Rasmus didn't feel like dodging a blow for his life in what was meant to be a training simulation. As Scramjet talked, he began to pace along the intersection.

With that, Scramjet walked across the intersection from where Kid Kaiju was standing and stood in the opposite corner from him.
