A black armored suit stood before a number of criminals on a dock. One redhead and a dozen gunmen before him. They were soldiers, balaclava were resting on each head soon to be pulled down. The rest of the equipment varies, some had night vision goggles from their time in the field still, some liked shooting glasses and some had nothing. They all had some form of ear piece but it to changed, some favoring a headset others something smaller. How equipped the redhead was remained up to her, the soldiers though had bullet proof vests at the ready. Sure some wore more civilian clothes and others couldn't take the unit out of them. Regardless how dressed up or down they were though Nemo expected a level of professionalism. Defense had to be there, they needed a rifle and a side arm at least. If they packed more then that he didn't mind, but he wanted them ready because tonight was something special.
A phone clicks off a sound muffled as a large helmet looked over the group eyes a fiery red. When the towering figure spoke there was a reverb to the civilians it may have been intimidating. To one of the soldiers it was kind of funny, his laughter only bottled when the red lenses looked toward him briefly. "Odds are most of you are only here for the paycheck and possible future ones. I genuinely believe this goes bigger though, the meta abilities were a fable once. It sounded a fiction, as time ticks by though it seems logical to conclude there was a truth to them. We know this because the numbers are growing. To a point now where we see powers on the news. Small time local heroes, impossible seeming events. The world is changing and so the system needs to. Where you look out there and see a yacht with a few party goers and criminals on a weekend get away I see a base. A possible beginning for a revolution."
Most the crowd didn't seem swayed of course but they were willing to listen. The reasons were various but they were in the end soldiers first. They had worked together before and so aimed to now and later. They may have been discharged or tried to get out, but when called upon something drew them here. Beyond any general's objective was a brotherhood. "You'll know when it's time to act. There is to primary objectives. Secure those aboard and bring them to the bridge. And find the safe. The safe should be in the captain's quarters he's helped a number of criminal shipments this can not only pay each of us a hundred grand but fund future endeavors. Even if the yacht falls through in a take over the money can pave a way forward. I'd like X to go for this and four of you to provide back up." This wasn't an order however for the redhead. He wanted to see what she would do and how, so while there was a objective Nemo tried to leave the means largely up to his newest associate.

"Couldn't tell ya. They apparently suggested something way to pop sounding for Nemo though. Let's get started." The assorted lot on the deck would begin to start up the two boats and four jet skis about the dock. The means they would use to get to the ship as well as maybe how they could escape if things went south.
Thirty minutes later a thud reverberates through the yacht.
The ship was about two decks under the water and two above the waves. It had rooms for up to probably fifty couples or so. There was a obviously spacious dance floor and dining space below the deck. Those took up the center of the ship and then branched off into the number of rooms about thirty of them to be more exact. The deck below that was more dedicated to the mechanics and inner working of the ship. The captain's quarters were down there as well. It wasn't initially designed that way but the captain was a bit paranoid how easy he would be to get to in his sleep.
The central floor, the one most saw looking at the ship was more open. While there was about fifteen rooms most the space was open. More room for parties, to enjoy the bar near the back of the yacht or the pool near the front. Sure it looked nice and expensive but it wasn't great for a firefight if that were to happen. Four stairways on the sides lead up, the final floor being the smallest. A few rooms and the bridge was mostly all that was up there.
As for those on the boat it was seventeen crew members. Some worked machines, some cooked, some cleaned. Most of them didn't even dip into the criminal element like the captain did they just worked on a yacht. There was fifteen party goers, Dana Alzono and a number of her friends. It was her birthday and so her dad booked the ship for the weekend. He brought a total of four of his body guards with him just in case. Albert Alonzo was known for racketeering in the criminal circles. He wasn't the biggest criminal in the world, but that was apart of the plan as well. Sure Nemo wanted his revolution to be big news but some people he had talked to weren't as lofty yet in how they wanted to start things.
That thud some heard and some missed entirely was a spear being used for a springboard. A figure shooting above waves. The metal dome of a helmet shines like a beacon. The lasers lighting up the surface as the beams shoot toward the bridge. The thirty seven people on the ship dropped to thirty six as light consumed the captain. A hole punched through glass and captain dropping. It was clean, heat burning more then making the mess weapons did. Nemo lands and heads to go up the stairs to the bridge. As he does the boats and skis know it's there time.
A number of guns looking to coral the party goers. The ship was now officially under siege. Maybe those on board would fight back maybe not it largely wasn't where Nemo's attention was. Heavy were the fall of boots as he marched to where he belonged. As the door opens the crew recoil letting Nemo move towards the comms. It would be open to the world. "This is the new captain speaking. You may call me Depth Charge. I'm sure you might be thinking rally the coast guard or fight back. But the more resistance the more bloodshed. Work with me and you can just tweet about a brief hostage appearance before going home. And to those not on the ship, just pay thirty six grand and let me have a raketeer's boat. That's a grand per hostage by the way. Failing to work with me can make a fair bit of the sea red."
Now police would be fighting to let the situation get on the news. And the news would be fighting to make it a story. Both sides and others also would likely be trying to call coast guard. Maybe someone could mobilize well and take action, but laser shooting pirates was new territory. Those on the ship might be plowing up phones trying to cover the incident but how much that helped remained to be seen.
In the end what the ship might really need, was heroes.
